Chinese telecom corporation team meets Zardari

ISLAMABAD: President Asif Ali Zardari Saturday called for setting up a Telecom University, a Telecom Research and Development Centre and a plant to manufacture and assemble mobile handsets in the country.
Spokesperson to the President former Senator Farhatullah Babar said that the call was made when a delegation of Chinese Telecom conglomerate ZTE called on the president at the Presidency.
The five-member delegation that called on the president was led by Luo Pingfan, Dy Chairman ZTE and also included Ambassador of China Luo Zhaohui.
The president said that the government would provide land for the Telecom varsity in Haripur where the nucleus of telecom training facilities already existed and also offered facilities for establishing an R&D Centre in Islamabad and the mobile handsets manufacturing plant.
He said that the president appreciated the ZTE’s role in the development of Pakistan’s Telecommunication sector and said that Chinese companies had made significant contributions to Pakistan’s economy through direct investment.
The president called upon ZTE to develop technical skills of the local labour force. He said that Chinese investment and cooperation could help develop Pakistan as regional hub for manufacturing for which low cost labour force was available in Pakistan.
He also called upon the ZTE to develop a research and development centre in telecommunication and a plant for manufacture of mobile handsets in Pakistan.
He said that he was keenly awaiting his visit to China later this month to further consolidate the relations between the two countries which he said was “an important factor for peace and stability in the region and the world”.
The president underscored the importance of closer collaboration and coordination between Pakistan and China in view of complexities of regional and global situation.
He said that Pakistan would continue to support China on all issues of national importance to it.
The Chinese delegation thanked President Zardari and the government of Pakistan for providing it necessary back up and support to carry out its investment plan in Pakistan.
Secretary General to President Salman Faruqi, Special Assistant to Prime Minister on Water Resources Kamal Majidullah, Ambassador at Large Khalil Ahmad and senior official of the foreign office also attended the meeting.

Etisalat has not paid three installments to Government of Pakistan against PTCL’s 26 percent shares, due to its differences with Government, told us sources familiar with the issue.
In connection to this scenario, National Assembly Standing Committee on Information Technology & Telecommunications held an emergency meeting today to discuss the situation.
Sources have reported that committee expressed its reservations over privatization deal, while Etisalat’s performance of managing PTCL was also discussed, which was found unsatisfactory. It was discussed in the meeting that Etisalat has not paid three installments while its fourth installment is due on September 12th, 2009.
We have reported earlier that unpaid installments’ value is US 799 million dollars.
The News reports that sitting was held at the Parliament House while it was chaired by Ch Mohammad Berjees Tahir. He was briefed by Director General, Ministry of Privatization on the privatization of Pakistan Telecommunication Company Limited by the Privatization Commission, keeping in view the process adopted for PTCL privatization; payment schedule agreed between both the parties; objectives achieved by PTCL privatization and payment made by Etisalat to the government so far.
Standing committee was of the view that Government should have safe guarded the down payment of Etisalat, when it was not paying its first installment after the bid.
Committee expressed that PTCL’s privatization was done to promote telecom industry, then how come the government agreed for not issuing any telecom license for next 7 years after the purchase deal – which is actually halting the progress of industry.
Dispute of property handover was also discussed, which is the core issue between Etisalat and Government of Pakistan. It was told that Government has handed over about 3000 properties to Etisalat, in favor of PTCL while remaining 200-300 properties are owned by Sindh and Punjab provinces. Both provincial administration are asking for the market value of properties instead of book value, which is collectively as high as 20 billion rupees (as per our sources’ estimates).
Standing Committee suggested that owing to the poor performance of PTCL, the purchaser of the company may not be facilitated in any kind by the government.

High speed internet, lower operational charges, quick connectivity, less disconnections and greater download speeds have made a flood of DSL connections in Pakistan.
KARACHI: The Internet users have reached nearly four million in the country amid slight growth witnessed in the base of Direct Subscriber Line (DSL) by the end of March 2009, said Pakistan Telecommunication Authority (PTA).
The latest stats released by PTA shows that there is a 2% increase in the DSL users from January to March 2009 compared to last year. The overall number of DSL users is 272,626 across the country with the dial-up connections of 3.7 million.
The analysts expect a growth in the broadband sector through DSL and Wimax services because of their advanced technology. The lower prices of the broadband connections will also help in increasing the number of DSL subscribers.
Focusing on commercial sector, operators are offering broadband services through multiple technologies such as Digital Subscriber Line (DSL), Cable, Fiber To The Home (FTTH), Hybrid fiber-coaxial (HFC) and Worldwide Interoperability for Microwave Access (Wimax). DSL holds the lion share of 59 percent in the overall broadband users market with Wimax the second having 20 percent, PTA report says.
It is expected, from the rapid growth of broadband operators in the country that the users of broadband will jump to 5 million in next couple of years. However, a state of competition is also started between the broadband operators because of the emergence of many broadband operators in the Pakistani market.
Ufone UTrack Service was launched by Ufone just two days ago on August 25, 2009. At ITIOMIT, we decided to perform a test on Ufone UTrack Service. The test was performed using both Prepay and Postpay SIMs but the result was same. Ufone UTrack service didn’t work at all!

Ufone should check why the service isn’t working fine. I am not saying the service failed completely. It just sometimes work and sometimes not. But keep in mind, you will be charged even if the service is not working fine and you are just receiving a useless service failure message from Ufone. At least Telecom companies should develop the sense of not charging the customer if they are not delivering promised services.

In Pakistan, so much talk is going on print media, electronic media and internet about the 3rd Generation technology abbreviated as 3G. Only Telenor cellular network has begun the process of upgrading its network to include 3G technologies but PTA is still not giving license to Telenor to start its 3G services which is acting as a major hurdle in the development of 3G infrastructure.
Investment reports by Telenor and PTA behavior:
In 2008, Telenor officials reported that it was likely to invest $2.5 billion more in the country if it gets a 3G license. Jon Fredrik Baksaas, also the president of Telenor Group said:
We have invested almost $1.8 billion out of our commitment of $2 billion by the end-2007 and would go for a further $2.5 billion depending on the situation if we get a 3G license.
Telenor has given this project under the supervision of a third-party operator who is busy in analysis and deployment these days. These details clearly show that Telenor is waiting eagerly to be awarded as the first 3G license of Pakistan.
PTA on the other hand is continually encouraging Telenor to keep developing 3G infrastructure although there is still no confirm news that whether they are really going to issue 3G license to Telenor in 2010, news which holds a status of just “unconfirmed statement” as yet.
3G Technology details:
3G (third generation) is a collection of international standards and technologies defined by International Telecommunication Union. These technologies include EV-DO, GSM, EDGE, UMTS/HSPA, and CDMA2000 as well as DECT and WiMAX. 3G increases efficiency by improving the performance of mobile wireless network
With Third Generation (3G), the information is split into separate but related “packets” before being transmitted and reassembled at the receiving end. With the start of 3G there are packets everywhere in the world of communication.

According to an announcement made at Telenor’s official website, Telenor will charge 10 Paisa + tax for all balance inquires from 1st September made at *444#, *222# or *111# . If we add the tax, you will be charged around 13 paisas per balance inquiry.
In the official news release, the company declared the reason of this charging is to provide better services to their valued customers. As we saw in the past that the 5% additional service charge imposed was followed by all companies. So, we should expect all the Telecom companies to follow this trend one after another.
Telenor’s official site made the following announcement today mid night:

The said charging would be applicable on all Pre-Paid Price Plans from 1st September 2009 onwards.

Well, well, if it isn't the year of the affordable touchscreen bar - the Samsung S5230 Star sold over 5 million units since its introduction in May. And Samsung expect that number to reach 10 million by November.
Ambitious? Definitely! But the S5230 Star was the fastest Samsung handset in reaching the 5 million mark and if you look at the numbers of units sold month per month - 10 million seems entirely within reach.
In its premiere month of May the Star sold 700 thousand units, 900 thousand the next month and the numbers for July and August were nearly double that - 1.6 and 1.8 million respectively. The Star's rival, the LG Cookie, also reached the 5-million milestone in July but it had a head start of several months. It too is foreseen by its creators to reach 10 million sales soon.
Europe is the biggest importer of the Samsung Star, with more than half of the units sold there (2.8 million). It topped the sales lists in France, the UK, the Netherlands and Italy.
It seems that the Samsung S5230 Star has the right formula for success - light on the cost and heavy on the features. It offers a 3" WQVGA touchscreen with Samsung's widget-enabled TouchWiz and a 3 megapixel camera with smile detection. It can handle microSD cards up to 16GB and with DNSe technology it's a music player in its own right. The document viewer doesn't hurt either.

Hourly packages were nothing new to Pakistan’s cellular industry, however, Ufone’s this offer allows its customers to call not only Ufone numbers but also PTCL and Vfone numbers.
As an industry perspective, Ufone’s this offering is almost impossible to compete. Reason is that cellular companies have to pay interconnect charges of Rs. 1 per .50 minute for all calls made to PTCL or Vfone from their network.
Ufone is affording these hour long calls to PTCL for Rs. 3.50 plus tax, due to business relation of Ufone’s with PTCL. It maybe recalled that Ufone is wholly owned subsidiary of PTCL.
I am pretty sure, industry has been going through the heat, but no action has been put forward yet from other cellular companies, individually or collectively.
On PTA’s part, there has nothing been said so far, resulting non-competitive pricing in the industry.
I leave this discussion un-concluded, to wait further and see if any company comes up with any protest at any level against Ufone.

PTCL employees from all departments with-in Islamabad/Rawalpindi have once again gathered before headquarter in a protest against the administration for not raising their salaries and almost no incentives.

Result of this protest has affected company’s performance notably, as employees have not been working, consequently support concerns of customers remained un-resolved.
This is not the first time that PTCL employees are protesting against administration. They have been regularly blocking the system in past too. Such protests put PTCL customers in very miserable situation, as their faulty lines remain down for undefined time. Moreover, DSL installations from all ISPs also face delays, creating panic amongst the masses.

Online videos and interactive applications are not a problem as the Maemo OS has full Adobe Flash 9.4 support. The Nokia N900 has 32GB of storage, which is expandable up to 48GB via a microSD card. Other features include a GPS receiver with Ovi Maps, an FM transmitter, a 3.5mm audio jack with TV-out function, Bluetooth and DivX/XviD video playback support. For photography on the go, the Maemo software and the N900 come with a new tag cloud user interface that helps users tag and share photos and videos more easily. Yesterday we reported about rumors that Mobilink may announce bonuses for its employees, and today we can confirm about this news that Ufone has decided to give out bonuses to all of its employees on Eid.
Our sources, in concerned department have confirmed us that Ufone has finalized bonuses for its employees for year 2009, with 2 salaries for those who performed better.
By the way, this bonus on Eid with early September salary will be an added delight to Ufone’s employees, who just received 15 percent flat increment in their salaries.
We will have to see what other telecom companies have saved in their pocket for their employees as Eid Gift for their employees.
Standard & Poor’s Ratings Services raised its long-term corporate credit rating of Mobilink to ‘B-’ from ‘CCC+’. The outlook is stable. At the same time, S&P raised issue rating on the company’s US$112.2 million senior unsecured notes due 2013 to ‘B-’ from ‘CCC+’.
“We raised the rating on Mobilink to reflect our opinion of the improvement in its funding profile and Pakistan’s macroeconomic situation,” said Standard & Poor’s credit analyst Yasmin Wirjawan. This follows Standard & Poor’s decision to raise the long-term sovereign credit ratings on Pakistan (B-/Stable/C).
The rating on Mobilink also reflects our view of domestic political uncertainties and security risks, weak cash flow protection measures, and highly intense domestic industry competition. These risks are partly offset by strategic benefits from its parent, Orascom Telecom Holdings S.A.E. (B/Stable/–), and Mobilink’s leading but weakened market position in the country.
In our view, Mobilink continues to remain exposed to the weak macroeconomic environment, external liquidity position and security situation in Pakistan. However, we expect the recent improvement in macroeconomic environment to result in better operating performance. Also, in the near term, we expect Mobilink to face less funding challenges as it is expected to register positive free operating cash flows through significant reduction in capital expenditure and suspension of management fees to Orascom Telecom.
Pakistan’s cellular market continues to face intense competition, resulting in lower subscriber numbers and market share for Mobilink. Nevertheless, Mobilink has maintained its No. 1 market share both in terms of subscribers and revenue in Pakistan’s wireless market.
We believe parent Orascom Telecom would continue to provide support to Mobilink, if required, considering: (1) the cross-default clause at the parent company in the event of a covenant breach of material subsidiaries, including Mobilink; and (2) Mobilink is the second-largest operation of Orascom Telecom by most financial measures and accounted for 20.6% of the consolidated EBITDA for 2008.
The stable outlook reflects the expected improvement in Mobilink’s financial risk profile, compliance with financial covenants, and continued support from parent Orascom Telecom, said Ms. Wirjawan. It also factors in the improvement in Pakistan’s macroeconomic situation, which will have a positive impact on Mobilink.
Now when Gmail is getting popular among the masses, Ufone has also blocked Gmail from their ‘Email To SMS Service’. So! technically speaking; now people who use Gmail, Hotmail and Yahoo can’t send Email to SMS messages to their buddies.
Gmail, Hotmail and Yahoo are the widely used services in Pakistan. And as Ufone has blocked all three of these, there remains no need of this ‘Email To SMS Service’.
On the other hand ZONG’s ‘Email To SMS Service’ is still open for all the Email service providers and is working smoothly. Here this should be kept in mind that so far in Pakistan only Ufone and ZONG have come up with this service.
What is ‘Email To SMS Service’?
Email to SMS service allows you to send/receive Email by using SMS. The Email to SMS service provider periodically contacts the Email server that you have selected for checking new Email, once there is new Email arrived, Email to SMS service provider will immediately forward the Email to your mobile phone by using SMS.

Earlier, Telenor and Ufone had announced to charge 10 paisas for each balance inquiries, through a message on their websites – which isn’t there now, thanks to PTA.
PTA had directed all cellular companies to advance notice to all customers before imposing any charge. As far as Zong’s this new charge is concerned, i guess PTA won’t cause problem for the company as Zong sent SMS to all of its customers, notifying them for service charges well before the imposition date.
However, we can expect reaction from other companies – and they may notify their customers too for this service charge.

Ufone has increased the ULoan amount from Rs.10 to Rs.15 for the Holy month of Ramadan. According to company’s website, Ufone offers ULoan to provide its subscribers the facility to make important calls whenever they run out of their balance.
Keep in mind that the ULoan amount is increased to Rs.15 only for the month of Ramadan and is available to Ufone Prepay customers only. ULoan can be used for voice calls only. This means you can make calls but no SMS when you are using loan amount How To Receive ULoan?

The new Zakah Calculator helps Muslims calculate Zakah based on their income.
The Ramadan applications are developed by ASGATech, a Forum Nokia Premium Partner in the Middle East, with all content reviewed and approved by Al Azhar Al Shareef.

The number of the users of mobile phone in Pakistan has reached from 0.3 million to about 90 million during the last eight years.
According to the Pakistan Telecommunication Authority (PTA), the ratio of mobile phone users all over the country has been increased from 0.22 per cent in 2000 to 54.70 per cent in June 2008.
As per PTA, there are 88.1 million mobile phone users out of the country’s population of 165 million while they were 306,000 in 2000.
China and India secure the first and the second positions, with 644.8 and 391.6 million subscribers. The two countries account for 1.04 billion subscribers of the world’s total number of 4.15 billion.
The third largest mobile market in Asia is Indonesia, with around 144.6 million, followed by Japan.
In fifth position is Pakistan, followed by Vietnam with around 73.2 million users by late March 2009.
The seventh is the Philippines with 71.7 million, followed by Thailand 62.7 million, Bangladesh 46.3 million and South Korea 46.2 million.
The top ten countries for mobile users in Asia have 3.48 billion people and 1.68 billion mobile users.
It was told that PTA is working in collaboration with educational institutes to get the new generation familiar with internet.
Internet is going to be the next growing industry in Pakistan after Telecom, specifically in a scenario when USF is putting massive efforts to take internet to rural areas of Pakistan.
Update: It merits mentioning here that as per a Internet World Stats there are already 17.5 million internet users, in Pakistan. However, ISPAK believe there are 5 to 6 million internet users in Pakistan – as of now.
PTA is already planning to know the exact number of internet users in Pakistan – which is apparently still not known to anyone.
However, I confronted and made calculations to prove that Pakistan was the country providing the most inexpensive phone facility to its consumers,” said Chairman PTA Dr Mohammed Yaseen in an exclusive interview with APP. When his comments were sought over the spill over of Pakistani cellular phone signals to the neighbouring countries, Chairman said PTA had conducted comprehensive surveys to ensure that there was no spill over from either side.
“The cell phone towers are installed in the bordering areas under a prescribes Standard Operating Procedures (SOP). We are ensuring that the SOP is strictly followed. Moreover, we have held negotiations with the neighbouring countries including Afghanistan and India to address the issue,” he added.

He said the purpose of the project is to facilitate the card holder,as the chip would have all the relevant data of the holder, while couldbe used for various purposes.
He said the present CNIC have a 3-D bar which has not muchinformation of the holder rather it requires an on-line connection withNadra for the verification of the card holder.
Malik said the project would be initiated on August 14 this year as a pilot project and would be completed by March next.
To a question regarding the cost of the new card, he said it wouldbe a cost-effective project as each card would cost Rs80 to theapplicant.
‘We have sent eight Nadra’s engineers to France for training toimplement the project by the Authority,’ he said adding that theinternational cost of each card is around $4-5 but NADRA would provideat $1 only.
He said the new card would help eliminate CNIC fraud threatsincluding dual and fake ID cards. He added that presently, people tryto apply for CNIC on fake documents but the Authority blocks their data.
The Deputy Chairman said that Nadra has a large data base of about100 million people and so far it has issued 71.5 million CNICsincluding 43.2 million male and 28.3 million female CNICs.
He informed that as many as 13.750 million people get free of cost CNICs since the scheme was announced by the government.
Malik said that due to Benazir Income Support Programme (BISP) theAuthority observed a tremendous growth in registration of females.
He said presently, the Authority is registering 66 females daily outof 100 while in past the female registration ratio was quite low.
He said Nadra has established eight National Swift RegistrationCentres (NSRCs) in different districts comprising female Nadra staff toregister maximum females.
In addition to this, he said separate female counters have also beenset up for in Internally Displaced Persons (IDPs) camps for registeringthe female IDPs.
Malik added that so far 19,7000 IDPs have been registered with NADRA at camps only.
